Set in Ratnagiri, a coastal village near the Red Sea, the movie features Devara, Bhaira, Rayappa, and others as the bigwigs of their respective villages. They assist a powerful figure, Muruga, in smuggling goods from ships. Devara realises these activities are wrong, but Bhaira disagrees, leading him to plan to kill Devara.
